This thesis presents an automated License Plate Recognition (LPR) system for United States license plates as an integrated module to assist vehicle emission measurement study. The recognition problem is divided into three stages: extraction of the license plate from the vehicle image, segmentation of characters on the license plate and recognition of the segmented characters. The extraction of the license plate image and the subsequent stage of character segmentation are based on power spectral density (PSD) analysis using periodogram estimation techniques. The Optical Character Recognition (OCR) system implemented for recognizing the segmented characters incorporates a novel feature extraction methodology based on character edges and employs a majority vote neural network for classification. The features used for recognition are the edge pattern of characters generated by scanning the binary image of the character horizontally, vertically, and diagonally. The algorithms implemented at each stage have been tested on a database of few hundred license plate images captured in vehicle emission measurement studies and is found to exhibit a success rate of more than 90%. It is shown that the developed methodologies are very robust to degradation in license plate images owing to factors such as dust, ambient illumination, speed of the vehicle and poor image resolution.
